Community Cost Bonus 2025

A formal published ā€œMinisterial Decisionā€ is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as ā€œcorporation soleā€ under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of ā€œMinisterial Decisionsā€ is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Report Title: Community Costs Bonus 2025

Decision(s):

The Minister for Social Security decided to extend the 2024 Non-Statutory Community Costs Bonus for a further year.

Reason for Decision(s):

Historically, the bonus is paid in the autumn, but in 2025, the Minister has decided to bring forward the date for which people to apply to July, to help families as soon as possible with cost-of-living pressures. Households that are eligible for the bonus will receive a one-off lump sum payment of Ā£516.50.  In addition, automatic payments will be made to claimants where the Department can already confirm eligibility, negating the need (in some cases) for an application to be made. In terms of eligibility and the application process (including automated payments), the rules for the bonus will remain the same as they did in 2024 and are set out in the attached guidelines. The scheme will commence on 1st July 2025, immediately following the expiry of the 2024 scheme. Applications will open on 14th July 2025 and will remain open until 30th June 2026.

Resource Implications: Estimated funding of £2.273 million has been allocated to support this scheme from existing Departmental budgets.
