St Clements Road: Pedestrian Refuge Island - Proposal (Southern end)

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

St Clements Road: Pedestrian Refuge Island - Proposal (Southern end)

TRANSPORT AND TECHNICAL SERVICES

PEDESTRIAN REFUGE ISLAND AT THE SOUTHERN END OF

ST CLEMENTS ROAD

Purpose of the Report

To provide improved pedestrian facilities on St Clement’s Road half way between the junction with Havre des Pas and Cleveland Avenue.

Background

St Luke’s School has recently completed a School Travel Plan.  The travel plan has revealed that pedestrian facilities for pupils walking to and from the school could be improved.

Discussion

The Department has been investigating various ways in which pedestrian facilities can be improved in the area around St Luke’s school, following on from the School’s Travel Plan.

St Clements Road half way between the junction with Havre des Pas and the junction with Cleveland Avenue is wide enough to accommodate a pedestrian refuge island. Pedestrian refuge islands are suitable in such locations where there is a low number of pedestrians anticipated, but an identified need for those pedestrians.

The Connétable of St Helier has been consulted and is happy to support this proposal for a pedestrian refuge island.

The Department are able to carry out a trial scheme using heavy duty plastic bolt down kerb sections which are easily removed.  Should the trial prove that a refuge island is indeed appropriate and other road users have not been unduly affected then the plastic kerbs would be replaced with a permanent island constructed from concrete or granite kerbs.

A drawing of the scheme is shown at Appendix A.

Conclusion

A pedestrian refuge island can be accommodated within the existing road space at this location and is the most suitable means by which pedestrian facilities can be improved with the anticipated level of demand.

Recommendation

The Minister is recommended to approve a six month trial to provide a pedestrian refuge Island on St Clements Road located half way between the junction with Havre des Pas and the junction with Cleveland Avenue, which would become permanent should the trial be successful.
