Esplanade and Gloucester Street road works

Two lanes will be closed on either Gloucester Street or the Esplanade between Friday 19 and sunday 21 April while surveys are carried out ahead of planned road improvement works.
 
The work is part of Transport and Technical Services' ongoing maintenance of States of Jersey highway which involves removing any failed lower layers, replacing surfaces and any damaged or worn manhole covers. 

During the survey works, ground penetrating radar will be used to confirm the locations and depths of all utility services in the road. This will help limit the risk of costly delays once the works begin.

Two of the three lanes on either Gloucester Street or the Esplanade will be closed on the following dates:
 
​Gloucester Street ​Friday 19 April – 9am to 4pm
​Sunday 21 April – 9am to 4pm
​Esplanade ​Friday 19 April – 6.30pm to 1am
​Saturday 20 April – 6.30pm to 1am
  
In some areas of the Esplanade and Gloucester Street no significant maintenance works have been undertaken since 1978. As a result the surface course layer and in some areas the base course layer is reaching the end of its working life and now requires replacing.

To reduce future disruption, highway improvement works have been incorporated into the resurfacing works and will be carried out at the same time.

Consultation is just concluding on elements of the main works. Plans will be finalised in late April and will include:
  • reconstruction of the road layers at the western end of Gloucester Street
  • resurfacing of the whole of Gloucester Street from Saville Street to Esplanade
  • resurfacing of the Esplanade from Gloucester Street to Victoria Avenue
  • widening of the footway opposite the hospital on Gloucester Street and installation of cycle parking
  • relocating the signalised pedestrian crossing on the Parade to outside the Hospital Entrance
  • narrowing Gloucester Street east of the Parade to provide additional parking
  • improving pedestrian crossing facilities at the Gloucester Street end of Newgate Street
The Parish of St Helier will also be resurfacing Newgate Street at the same time to reduce disruption further.
 
It is anticipated that the works on Gloucester Street will start in May 2013. The main works on the Esplanade will begin early next year.

Details about the project and updates on traffic management will be available online nearer the start of the works.

Major stakeholders are in the process of being consulted, including the emergency services. All businesses along the route and the diversion routes will remain open as usual. 

Transport and Technical Services will be doing their utmost to minimise disruption and delays to motorists and any disturbance to householders and apologises in advance for any inconvenience caused by these essential infrastructure maintenance works.
