Snow Hill car park review is published

The Minister for Transport and Technical Services (TTS), Deputy Kevin Lewis, has led a review into the options for increasing the amount of shopper car parking spaces at Snow Hill car park. He has now published the study which concludes that an extra floor providing an extra 90 spaces is the most appropriate option.
 
Many different options for extending Snow Hill car park have been put forward over the years, however, various issues with the proposals have meant no scheme has been developed past the concept stage.
 

Three options reviewed

 
This latest review, ‘The Snow Hill Car Park Expansion, St Helier: Options Study’ evaluated all the previous schemes. Most were found not to meet current expectations in terms of planning, heritage and design standards.
 
However, three of the concepts were felt worthy of further consideration:  
  1. an automated car park system
  2. a multi-storey car park
  3. a single additional deck linked to Regent Road
TTS developed each of these options to a basic layout stage with outline costs and presented the possible schemes at a workshop for key stakeholders. Unanimous preference was shown for a single deck structure with access from Regent Road. 
 
This would provide around 90 extra spaces at a cost of about £4.8 million.
 

Matched funding

 
Deputy Lewis has said that while the Car Park Trading Account is committed, £2.4 million would be an appropriate amount to release for this project.  This means an expansion of Snow Hill car park would require matched funding as an economic stimulus to town centre trade.
 
The Minister said ”Now that the study has been completed and the report published, I would like to set up a high level working group with the Treasury Minister, to find the additional resources needed to develop this concept and provide extra shopper parking in a short timescale.”
