Approved homecare list is published

03 July 2014

Islanders who need care at home now have access to an approved list of care providers for the first time.

The States of Jersey has established an approved provider framework (APF) covering care at home (known as domiciliary care) to anyone over 18, representing a significant development in the regulation of this sector.

Important development for care within the home

Deputy Director of Commissioning at the Health and Social Services Department (HSSD), Derek Hoddinott said “This is an important development for care within the home in Jersey and we recognise what a crucial part it plays in helping to keep Islanders in their own homes, living independent lives, with the appropriate support, for as long as possible rather than being looked after in a residential home.

“Islanders can be assured that the APF is a list of providers who have demonstrated that they have the appropriate skills and experience to enable them to provide quality, safe and effective home care support for people in Jersey.

Minister for Health and Social Services, Deputy Anne Pryke said “The development of the APF is an essential part of the work Health and Social Services is undertaking to transform health and social care for Islanders so it is fit for the future as Jersey’s older population continues to grow. This first step into regulated home care means that everyone can find out about providers easily, and allows peace of mind for families of people who need home care. Regulation like this can help stop poor practice and assure high quality, safe services.”

Fully or provisionally approved

Providers who are part of the APF are either fully approved or provisionally approved. There are currently 11 fully approved providers, and two provisionally approved providers.

Fully approved means that the care provider has met all requirements to be able to provide home care services to any person who has a care package approved by HSSD.

Provisionally approved means that the care provider has met most requirements, but needs to improve certain aspects of their services. They can continue to provide care services to individuals receiving approved care packages that started on or before 30 June 2014, but the provider will not be invited to provide any new services as part of an approved care package until it has demonstrated that it has met all requirements. When requirements have been met, the provider will become fully approved.

APF application is an annual process, and every provider will be eligible for re-approval subject to satisfactory outcomes of one planned and one unplanned inspection visit each year, plus additional visits as required.
