Reviews of competition and innovation

​Assistant Chief Minister, Senator Philip Ozouf, has published the terms of reference for two reviews he has commissioned - one into competition and another into innovation.

Competition

Senator Ozouf says that ten years after the introduction of the Jersey competition law, it is time to reflect on the changes in competition law and economic regulation in many jurisdictions and to consider whether Jersey's competition framework can be improved.

The review will be led by economic consultants Oxera with the past Director General and Chair of the Office of Fair Trading, Sir John Vickers, advising on the project.

It will look in detail at whether we need to change our competition law and the way all stakeholders, including businesses, operate within it.  The review will learn from experience elsewhere and will also draw on the direct experiences of islanders.

Innovation

Senator Ozouf has also commissioned a review of how the island approaches innovation, to help develop a wider innovation strategy. It will be led by one of the members of Jersey's Fiscal Policy Panel, Tera Allas, who is a recognised expert in innovation policy and led an influential review of the UK’s innovation system for the UK government.

The review will benchmark Jersey's performance and propose possible improvements. It will cover a number of issues, including the availability of finance and talent, business links with research institutions, entrepreneurial activity, competitive markets and the level of patent applications.
