Response to CAG review on eGov

The Comptroller and Auditor General’s (CAG) review of the eGovernment programme has been welcomed by the Chief Minister’s Department.

The Director of Business Change, Jonathan Williams, said today “We accept all of the recommendations made by the CAG, Karen McConnell, and have already initiated work and made good progress against them. The appointment of the Design Authority will be critical in addressing many of these and work to establish this function is now well underway."

Mr Williams said that Mrs McConnell’s observations of the complexity of the programme and the assessment that significant improvement had been made in its running and governance were welcome.

The two areas of more significant spend within the programme, specifically the appointment of a Design Authority and use of professional services to resource parts of the programme, have both been governed by a rigorous procurement process. Accordingly, the programme continues to be proportionate in its application of governance.

“Mrs McConnell has observed that cultural change needs to be at the heart of public sector reform and we recognise that it will be vital to deliver this about across departments. eGov remains critical to the reform programme and we remain committed to this digital transformation journey,” said Mr Williams.
