Director of Civil Aviation appointed

A new Director of Civil Aviation (DCA) has been appointed for Jersey and Guernsey. The islands have agreed to appoint Dominic Lazarus after a joint recruitment process, and he is due to be sworn in as DCA for Jersey in the Royal Court this Friday.

The DCA has the same statutory role in the Bailiwicks of Jersey and Guernsey, and has responsibility for all Channel Islands’ airspace. The post is jointly funded by both Islands. The sharing of the post enables significant cost saving and consistent policy formation across the Islands, and this joint approach will continue.

The DCA is responsible for the regulation of aviation safety and security, the regulation of meteorological services for air navigation, for reviewing developments in international aviation law, regulations and standards, and for ensuring that the Channel Islands’ regulatory framework remains compliant.

Jersey’s External Relations Minister, Senator Ian Gorst, said: “I would like to take this opportunity to welcome Dominic Lazarus, who will bring valuable experience to the office of the DCA. I am pleased our joint arrangement with Guernsey is to continue, and I hope this successful cooperation with our sister Bailiwick will develop further in the coming years.”

Mr Lazarus, who will take up this post with immediate effect, has more than thirty years’ experience in aviation, including as a Senior Captain at Cathay Pacific Airways, Flight Training Manager with Boeing for Europe, Middle East and Asia, Head of Regulatory Affairs with CAE for the Asia-Pacific region, and most recently as a Specialist Consultant for the Aviation Insurance sector.

He said: “I am very privileged to take on this new challenge and look forward to continuing the development and evolution of the aviation sector in both Bailiwicks during these fluid and dynamic times.”​
