Applications open for Jersey Police Complaints Authority Chair

​Applications are currently open for the role of Chair of the Jersey Police Complaints Authority (JPCA) following the announcement of the forthcoming retirement of the current Chair, Howard Cooper.

The JPCA provides an important role in overseeing, monitoring and supervising investigations into complaints made against States of Jersey Police and Honorary Police Officers. 

The JPCA ensures that any complaints about the States of Jersey Police or the Honorary Police are dealt with fairly and impartially. The JCPA is made up of a chairperson, and six members

The role of the Chair is to oversee the governance of the Authority, provide updates and reports to the Minister for Home Affairs and maintain a professional and impartial link with the Police. The Chair also ensures the case load and experience gained from supervising complaints is shared among members to maintain a consistent approach to the Authority’s decision making.

The current chair, Howard Cooper, is stepping down after serving on the Authority for eight years. He initially started as a member for two years and moved up to Deputy Chair for a further two years.

Howard said: “After retiring from teaching, I was looking for a voluntary role that offered a different challenge and allowed me to work independently but also to work cooperatively with other members of the Authority. 

“Working in this role can be quite challenging, but it has enabled me to offer my time and experience in a different sphere of public service. Although it can be problematic managing potential conflict, it is satisfying when both parties are content with the outcome”

Applicants do not need to have experience in specific role or sector. However, they do need to have experience in a management role; a common sense approach to problem solving, demonstrate excellent decision making, and have experience of challenging decisions with a calm, clear and professional approach.
