Fee structure proposed for children’s services providers

The Government has published proposals for a new fee structure to be paid by social work and mental health services for children and young people.

The structure which is open for public consultation - follows a previous consultation on draft legislation last year. The draft legislation would extend the remit of the independent Jersey Care Commission so that it also becomes responsible for regulating and conducting annual inspections of the following services:

  • adoption services
  • children's home services
  • fostering services
  • social work services for children and young people
  • independent monitoring and review of children's safeguarding arrangements
  • child contact centres
  • residential family centres
  • children and young peoples' mental health services
  • care services in special schools, and
  • children and family community nursing services

Legislation is now being brought forward to implement these changes and, if it is approved, regulated care services will be required to pay registration and renewal fees to the Commission.

Care home, adult day care and home care services currently pay fees to the Commission, which covers some of the costs of regulating these services.  Government, private and charitable care providers all pay fees on this basis.

The proposed fees for providers of social work and mental health services for children and young people are based on the charges to current regulated services.
