Ministerial Plans published

​The Government of Jersey has published the 2023 Ministerial Plans, as part of its actions to make Jersey a community where everyone thrives.

Updated annually, the Ministerial Plans will set out each Minister’s priorities for the year ahead, as well as the Council of Ministers’ Legislative Programme. 

The plans include major actions concerning the delivery of key frontline services; a new population and migration policy in 2023; improved education from early years through to adulthood; developing a framework for sustainable and inclusive economic growth; tackling the climate emergency; transforming the quality and governance of health, mental health, and care services; addressing the housing and cost-of-living crises; and completing the Our Hospital review and recommendations. 

The Ministerial Plans form part of the Government Programme 2023-2026. They will implement the Government’s common strategic priorities and the Government Plan for 2023, once they have been approved by the Assembly, and build on the Council of Ministers’ 100 Day Actions.

Chief Minister, Deputy Kristina Moore, said: “As a Council of Ministers, we are committed to restoring trust and leading a compassionate Government that delivers for Islanders’ needs. These Ministerial Plans provide all Ministers with a clear platform setting their annual priorities, and include decisive and responsible action on issues affecting Islanders. 

“The people of Jersey, quite rightly, have high expectations of us, and we know the changes we want to make are significant and against a backdrop of considerable international challenges. We pledge to make a difference through the actions we take in the Ministerial Plans. We will work as a team and, together with Islanders, we will create the thriving community we all desire.”
