Carbon Neutral Roadmap: 1,000 Home Energy Audits supported in 2023

More than 1,000 subsidies supporting Islanders with the cost of Home Energy Audits have been awarded by the Government of Jersey in 2023, far exceeding the targets set in the Carbon Neutral Roadmap (CNR).

The audits inform Islanders of how energy efficient their homes are, confirm how much energy is being used, and recommend home improvements and behaviour changes which can help cut bills. An Energy Performance Certificate is then given to the homeowner which includes both a carbon dioxide emissions rating and an energy costs rating.

Subsidies of £200 for a 1–2-bedroom property and £250 for a 3+ bedroom property have supported Islanders with the cost of the audits.

The Carbon Neutral Roadmap, agreed by States Members in April 2022, set an ambition of 800 subsidies by the end of 2024. However, a sharp increase in uptake this year has seen that target beaten already:

  • May to December 2022: 250 subsidies funded.
  • January to December 2023 (as of 7 December): 1,095 subsidies funded.
  • ​Total home energy audit subsidies funded within the CNR timeframe (so far): 1,345.

The subsidy will be gradually phased out over the next few years. The Government is proposing Energy Performance Certificates become mandatory at the point of sale or new rental at the start of 2026.

From March 2024, the subsidy amount will be reduced to £100 for 1–2-bedroom properties, and £150 for 3+ bedroom properties. Further reductions will be made in January 2025.

Deputy Hilary Jeune, the Assistant Minister for the Environment with responsibility for energy and climate change, said: “It’s really pleasing to have reached our first objective of this Carbon Neutral Roadmap policy more than a year ahead of schedule, demonstrating a real desire amongst Islanders to focus on energy efficiency in their homes and to, understandably, want to reduce heating bills where possible.

“We’re committed to ensuring hundreds more Islanders get Energy Performance Certificates over the next few years, and lowering the subsidy gradually will help ensure we can support as many people as possible ahead of the upcoming legislation but without taking such a big slice of the climate emergency funding.”

A consultation on the draft Energy Performance Assessment (Jersey) Law 202-, and on the technical work that is being done to review the Jersey specific energy performance assessment scheme, will open in 2024. ​
