Financial Sanctions Notice ISIL (Da'esh) and Al-Qaida 8 March 2022

Introduction  

1. On 7 March 2022, the United Nations Security Council (UNSC) Committee established pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh) and Al-Qaida approved the addition of one entry to its Sanctions List of individuals and entities subject to an asset freeze.

2. In accordance with the Sanctions and Asset-Freezing (Jersey) Law 2019 (“SAFL”) and the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the “Sanctions Order”), any new asset-freeze designations made by the UNSC ISIL (Da’esh) and Al-Qaida Sanctions Committee have immediate effect in Jersey.

3. The following designation has been added and is subject to an asset freeze: 

  • KHATIBA AL-TAWHID WAL-JIHAD (KTJ)

What you must do   

4. You must:   
  • immediately check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice.
  • freeze such accounts, and other funds or economic resources without notice and without delay.
  • refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Minister for External Relations and Financial Services (“MERFS”).
  • report any findings to MERFS, together with any additional information that would facilitate compliance with SAFL.
  • provide any information concerning the frozen assets of designated persons that MERFS may request. Information reported to MERFS may be passed on to other regulatory authorities or law enforcement.  

5. Failure to comply with sanctions legislation or to seek to circumvent its provisions is a criminal offence.

a.k.a.: a) JANNAT OSHIKLARI b) Jama`at al-Tawhid wal-Jihad f.k.a.: JANNAT OSHIKLARI Address: na Listed on: 7 Mar. 2022 Other information: (UN Ref): QDe.168 Khatiba al-Tawhid wal-Jihad (formerly known as Jannat Oshiklari) is a terrorist organization operating under the umbrella of the international terrorist organization Al-Nusrah Front for the People of the Levant (UN Ref: QDe.137).  The group mainly operates in the provinces of Hama, Idlib and Ladhiqiyah, in the Syrian Arab Republic, and also conduct operations in Turkey, Kyrgyzstan, Uzbekistan, Russian Federation, Tajikistan, Kazakhstan, Egypt, Afghanistan, Ukraine.  The number of fighters of KTJ is about 500.  KTJ also cooperates with such terrorist organizations as Khatiba Imam al-Bukhari (UN Ref: QDe.158) and the Islamic Jihad Group (UN Ref: QDe.119).  INTERPOL-UN Security Council Special Notice web link:  www.interpol.int/en/How-we-work/Notices/View-UN-Notices-Entities
