A

The engagement plan and terms of reference for the Interim Governance and Performance Manager are set out within the relevant contract for service. This details the aims and expectations of the role.

In order to protect the privacy of individuals, any further details of the contract for service are exempt from release under Article 25 of the Freedom of Information (Jersey) Law 2011.

B and C

Financial Direction (FD) 5.6 covers the recruitment of agency staff and temporary workers and sets out requirements for open recruitments and advertisements. However, as this engagement is to cover a workflow peak, this FD does not apply in this instance. FD 5.6 1.3 provides “The engagement of temporary or agency staff (including interims) brought in to cover vacant posts or workflow peaks are not covered by this Financial Direction.”

The States’ Employment Board (SEB) is required to approve all posts remunerated at the equivalent to Civil Service Grade 15 and those at a rate of £100,000 per annum and above – Interim appointments at £380 per day and above.

Posts that fit into this category for approval will include temporary / interim appointments, Fixed Term appointments, newly created posts, replacement of existing post holders and current permanent posts where there is a potential change in remuneration. Please see accompanying guidance in the link at response D below.
