Reduction in CO2 Emissions by Taxi-Cabs.

According to Article 31 of the Motor Traffic (Public Service Vehicles (Conditions of Fitness)) (Jersey) Order 2003 the Co2 emissions of a Taxi-Cab that meets the "Accessible Standard" (ie a Non Wheelchair Accessible Vehicles (WAV) Purple Plate that can access the Public Ranks) must not exceed:

(a) 125g/km CO2, where the vehicle is licensed to carry four passengers or less; or

(b) 175g/km CO2, where the vehicle is licensed to carry more than four passengers.

Therefore can you explain how a number of purple plate holders are operating Hackney Cabs (London Taxis) given that they emit over 200g/km CO2. If an exception to the Order has been made can you provide a copy of the document that evidences such a decision (redacted if necessary).

Purple taxi plate regulations (FOI)

DVS are aware that a small number of vehicles transferred to purple plates do not currently conform to these carbon emissions levels. These vehicles have been permitted to operate during the Reform’s transitional period up to March 2021 to ensure that a sufficient numbers of WAV (Wheelchair Accessible Vehicles), non WAV and multi-seat plated vehicles is maintained. DVS do not have any formal documentation evidencing this decision.
