Minister publishes his way forward for Residential Tenancy Law

The Minister for Housing, Deputy Sam Mézec, has published his way forward for a new Residential Tenancy Law, calling the delivery of the law a “crucial” step.

The Minister intends to lodge a new law later this year.

He has issued law drafting instructions to provide for a “modern and focused law” which proposes:

  • enhanced security of tenure for tenants
  • rent stabilisation measures
  • a new Housing Tribunal
  • regulation of fees and charges

Deputy Mézec said: “Jersey has a housing crisis which is deeply affecting our community. Renters in particular have faced great difficulties, compounded by out-of-date laws which fail to provide them with security of tenure and protection from excessive rent increases.

“On my first day in office as Housing Minister, I instructed officers to realign the work on developing a new Residential Tenancy Law, treating this as an urgent priority. I am now pleased to update the public on how we have progressed, and outline what they can expect to see in this new law.

“Delivering greater protections for tenants, whilst balancing this against the rights of landlords, within a modern and fit-for-purpose framework will go a huge way to alleviating this aspect of the housing crisis.”
