Manpower returns

About manpower returns

Every business or organisation in Jersey that holds a business licence is legally required to submit manpower returns. Manpower returns provide valuable information about Jersey's labour market and inform government's policies.

The frequency and how you submit your returns depend on whether you employ staff or not.

Employers: A business that employs staff on contracts of employment. These staff are additional to the owners

Non-employers: A business where only the owners work for the business and nobody is employed on a contract of employment

You do not need to make any payment for manpower returns.

Employers

You must submit your manpower returns, tax, and social security contributions together on the combined employer return. This must be done every month.

You must be registered for online services to submit your combined employer returns. If your business is already registered you don't need to register again.

Non-employers

If you do not employ staff, you need to submit your manpower return using the online manpower form below.

This must be done twice a year by 31 January and 31 July and shows the status of your business on the 31 December and 30 June.

We'll send you a reminder by email in January and July each year.

Information you need to provide

You need to provide simple information about your business and yourself as the business owner.

All the information you need to provide is listed on your business licence or with the Jersey Financial Services Commission:

  • business (undertaking) reference, found on your business licence
  • whether your business has changed ownership since the last manpower return
  • whether the business has changed its registered business name with the Jersey Financial Services Commission, since the last manpower return
  • whether the business has changed its Limited company name with the Jersey Financial Services Commission, since the last manpower return
For each owner or partner:
  • first and last name, exactly as it appears on the registration card
  • Social Security number, found on the registration card
  • residential status, found on the registration card, for example registered, licensed, entitled or entitled for work. Find information on residential and employment statuses and what they mean
  • typical weekly working hours, more or less than 25 per week
  • how COVID-19 has affected the number of hours you have worked in the business
