Employment, Social Security and Housing (ESSH) committed to a core set of measures designed to represent the range of services we offer.

Income Support

The total number of Income Support claims has remained rather consistent since peaking in 2020.

However, the types of households claiming have changed slightly. There are now fewer claims from families with multiple adults and children and a growing proportion of claims from people over the age of 65 and adults without children.

Income Support special payments

Special payments have remained relatively stable for the last few years. Although numbers were higher on average in 2023 and there has been a slight increase in payments for medical expenses.

The number of grants for essential household items increased in 2023 and 2024. This is mainly due to a June 2023 States Assembly decision allowing Andium Homes tenants on Income Support to receive grants for new carpets, instead of loans.

Back to Work

Since 2022, the number of people registered as Actively Seeking Work at the end of each year has slowly increased. However, the number of people who have been unemployed for a long time has stayed about the same.

We’ve seen more young people registering in recent years, after a drop during 2020 to 2022. The number of men and women registering is now almost evenly split, following a spike in male registrations in 2020.

The number of Job Starts has decreased in line with registrations and has remained consistently low over the past few years.

Old age pension

At the end of 2024, the number of people receiving an Old Age Pension rose by 1.5%, reaching almost 33,500 claims.

However, while the overall number has gone up, we’re seeing fewer people receiving the full pension amount, particularly among those living in Jersey. At the same time, there is a small rise in the number of pensioners claiming from the UK and other Channel Islands.

Survivor’s Benefits

The number of Survivor’s Allowance claims has remained stable in recent years.

However there has been a steady decreasing in the number of Survivor’s Pensions. This is due to legacy protection for people aged 55 and above when changes to the benefit were introduced in 2013.

This group will have now reached pensionable age and will no longer be eligible to claim a Survivor’s Pension, leaving only those entitled under the current rules. This is particularly clear with women, who used to make up the majority of claimants.

Long Term Incapacity Allowance (LTIA)

In 2024, the number of people receiving LTIA continued to grow. This follows a minor upward trend, largely matched by a decrease in the legacy Invalidity Benefit (INV) which is no longer available. As these claimants reached retirement age and are replaced by LTIA claims.

The types of health conditions and the levels of support awarded have remained fairly consistent. This is based on how much a condition affects someone’s ability to work.

Short Term Incapacity Allowance (STIA)

Although the number of claims in 2024 increased compared with 2023, it remained well below 2022 levels.

However, the total number of days paid increased due to longer average claim durations across all STIA claims.

Home Carer’s Allowance

The number of people claiming Home Carer’s Allowance has stayed fairly consistent in recent years. However, there has been a small increase in the number of women receiving the benefit. Despite this rise, overall claim numbers have remained at similar levels.
