About the Independent Jersey Care Inquiry

About the report

The Independent Jersey Care Inquiry (IJCI) panel presented its report into the abuse of children in the Island's care system to the States of Jersey on 3 July 2017.

The IJCI report, which investigated the years from 1945 until the present day, identified individual and systemic failings and made recommendations for the future management and operation of Jersey's residential and foster homes to ensure the Island provides a safe and secure environment for the children in its care. 

Evidence and Inquiry

Evidence was heard from more than 450 people who had lived in the care system or were otherwise connected to it.  

The Inquiry held 149 days of public hearings and also saw more than 200 witnesses.

It considered more than 136,000 documents. The Jersey Archive has catalogued documents from the Inquiry ensuring that witness names have been carefully redacted where appropriate. The IJCI public domain documents can be viewed and downloaded from Jersey Heritage's online catalogue.

Recommendations

The IJCI made a total of eight main recommendations for the future management of Jersey's residential and foster homes, and all services for children and young people.
