The Infrastructure, Housing, and Environment Department ('IHE') carried out a public survey into proposed traffic calming measures at Havre des Pas in August 2021. It has now been announced that the works will go ahead.

The Government has published its own guidelines and Code of Practice on public consultations which can be viewed here: Public consultations and stakeholder engagement (gov.je)

I am trying to understand just how much weight the public consultation had on the final decision so can I please have the following information in relation to the Havre des Pas traffic calming proposals :

A

Details of the consultation responses - contrary to Government's own Code of Practice on consultations these do not seem to have been published as at 30 November 2021 despite the public announcement today that the work was going ahead.

Notes of meetings and / or discussions between IHE staff and / or Deputy Kevin Lewis and / or Parish of St Helier representatives (including Constable Crowcroft) between 1 August 2021 and 29 November 2021 where the notes contain the words 'Havre des Pas' or the abbreviation 'HDP'.

C

Copies of emails between IHE staff and / or Deputy Kevin Lewis and / or Parish of St Helier Staff (including Constable Crowcroft) containing the words 'Havre des Pas' or the abbreviation 'HDP' between 1 August 2021 and 29 November 2021

D

I have not seen any costings for the proposals - please let me know the estimated cost of the project

E

Please advise of any changes to the original proposals which were made as a result of the consultation responses

Operations and Transport

The Minister was briefed by the Head of Transport regarding proposed 'Art Crossings' as part of the proposed improvements to Havre des Pas.

 

The Minister expressed his reservations about the proposal, expressing concerns over potential confusion caused by this type of crossing.

Transport

The Minister was given a further update by Transport Officers on the proposed improvements to Havre des Pas.

 

The Minister was asked to approve the proposed seven raised tables, the Minister asked for three raised tables to be considered.

The Head of Transport agreed to go away and review the proposals.

The Minister was briefed by Transport Officers about a revised Havre des Pas Scheme and future opportunities.

Officers briefly reviewed the history of the scheme and the existing proposal.

 

Officers then presented a revised scheme reducing the number of table tops from seven to three.

 

The Minister approved the revised scheme.

Action points were to arrange a meeting between the Minister and Connetable of St Helier + Officers prior to the meeting with the Havre des Pas Group.

Transport and Parish of St Helier inc Connetable

The Minister and Connetable of St Helier received a briefing from Transport Officers on the revised scheme for improvements to the public realm and road at Havre des Pas.

The Minister and Connetable approved the revised design which reduced the number of 'raised tables' planned for the scheme from seven to three.

Officers will next attend a meeting of the Havre des Pas resident group to present the revised plan.

The budget is £270,000 for the current scheme being installed which includes two raised tables, one raised table junction, a small section of widened footpath and a zebra crossing.

Following a review of the comments received from the public, the Minister for Infrastructure elected to adjust the proposed number of traffic calming tables from seven down to three.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if – (a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018;

and (b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law. 

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted
