Strategic Planning and Reporting overview

The Government Programme supports the Government of Jersey to stay focused on the priorities set for the short, medium and long term. It seeks to align our community vision with political priorities and organisational objectives with accurate measures of success.

The Government Programme drives good business planning practice and a continuous improvement culture across the Government of Jersey. It connects the Government’s ambition, strategies, policies and plans with Jersey’s community vision, Future Jersey, ensuring public funds and resources are making a positive difference to the Island.

The component parts of the Government Programme and associated reporting (see below) do this by telling a simple story: Where do Islanders want Jersey to be in the future? Where are we now? What will we do? What have we achieved?

Our Strategic Planning and reporting are underpinned by performance management and business planning standards and principles that ensure that every Government service and every employee across the Government of Jersey understands how they contribute towards the sustainable wellbeing of Islanders.

Where do Islanders want Jersey to be in future?

Future Jersey sets out the long-term vision expressed by Islanders.

Where we are now

Jersey’s Performance Framework is where we measure where we have come from, where we are now and the progress that Jersey makes towards achieving sustainable wellbeing. We use objective measures (those that include data and figures) and subjective measures (those that include what people think and feel).

It includes different aspects of sustainable wellbeing, such as:

  • Community wellbeing - the quality of people’s lives
  • Environmental wellbeing – the quality of the natural world around us
  • Economic wellbeing – how well the economy is performing

The Island Outcome Indicators form half of the Jersey Performance Framework. They are long-term measures that show how Jersey is progressing towards its sustainable wellbeing goals. The other half of the Jersey Performance Framework are the Service Performance Measures. These are short-term indicators showing how Jersey’s government is performing.

The Performance Framework is for all of Jersey. It measures the progress Jersey makes against the various aspects of sustainable wellbeing.

What we will do (The Government Programme)

The Government Programme combines the Common Strategic Policy, the Government Plan, Ministerial Plans and Delivery Plans. The Government Programme tell Islanders what the Government of Jersey will do over the short and medium-term.

The Common Strategic Policy

The Common Strategic Policy sets out the medium-term strategic priorities of the Government of Jersey for each term of office (4 years). Each new Council of Ministers is required to publish a statement of its common strategic priorities within 4 months of coming into office for approval by the States Assembly.

Ministerial Plans

The Ministerial Plans set out individual Ministers' priorities and the legislative programme for the relevant year.  The plans provide a clear focus for action and aide the States Assembly in holding each Minister to account for delivery.

Delivery Plans

The Delivery Plans translate the activities set out in the Government Plan into actionable tasks and measurable activities, together with accompanying detail of a wider set of services and projects to be delivered. Delivery Plans are published annually.

Connect People

Connect People is a government-wide process, requiring regular discussions between employees and their line manger about individual's performance against agreed goals.

The Public Finances (Jersey) Law

The Public Finances (Jersey) Law 2019 provides for the administration of public finances for Jersey. 

What we have achieved

Annual Report and Accounts

The Annual Report and Accounts provides a clear breakdown of how public money is spent by the Government of Jersey. It sets out the financial performance of the States of Jersey, the performance of the Government of Jersey in delivering public services, and sustainability reporting. It also sets out information on the composition and organisation of the States of Jersey Group and its governance structures. It's published annually.

Departmental Annual Reports

The Departmental Annual Reports (published alongside the Annual Report and Accounts) provide a breakdown of the activities and initiatives carried out by the different Government departments. They explain performance against key objectives and also the performance of the services we deliver.

Jersey's Performance Framework

Jersey's Performance Framework also helps us to demonstrate what we have achieved by showing how Jersey is doing on the journey to achieving sustainable wellbeing. We measure this through Island Outcome Indicators. The indicators are updated regularly and are available online.
