Postponement of labour market and population reports

Today the Chief Statistician is announcing the postponement of two official reports:

  • Jersey's Labour Market at December 2013 (due to be released 9 April 2014)
  • Jersey’s Resident Population 2013 (due to be released 18 June 2014)

The reason for the postponement of these publications is the delay in the compilation of the data from the latest round of the manpower survey, run by the Population Office in December 2013. 

The delay in the availability of the data from this survey has had an impact on analysis done by the Statistics Unit, meaning a delay on the schedule of the pre-announced release dates from Statistics Unit. 

Availability of the manpower survey​​ data ​

The manpower survey is a six-monthly census of all private and public sector undertakings and provides a key dataset for the statistical analysis, conducted by the Statistics Unit, underpinning the postponed publications. 

As soon as the Chief Statistician is satisfied with the coverage and quality of the data from the manpower survey, he will announce revised publication dates for these reports. 

The Chief Statistician is also closely monitoring and assessing the impact of the availability of data from the manpower survey on the provisional publication dates for the reports on the Labour Market for June 2014 and the National Accounting aggregates (GVA and GNI) for calendar year 2013. 

Commenting on the postponement of these reports, the States of Jersey Chief Statistician, Dr Duncan Gibaut, said: 

“It is with considerable regret that I have felt it necessary to postpone the publication of these important reports. The Statistics Unit continually strives to provide a first-rate statistical service for everyone in Jersey, in government, business and the general public. Such an aspiration relies on high quality data. As soon as I am confident that the data compiled by the Manpower Survey is sufficiently complete, reliable and accurate, I will announce revised publication dates for these reports.” 

Statistics Unit release schedule​​ for 2014

The release schedule of 2014 reports was published by the Statistics Unit on 10 December 2013. 

In the release schedule for 2014, the Chief Statistician had already designated several publication dates as provisional because of concerns of the potential impact of the considerable changes introduced by the Population Office for running the manpower survey under the new Control of Housing and Work Law. 

Statistics Users Group (SUG)​

The Chief Statistician has expressed his concerns to the Statistics Users Group (SUG) during the last six months. 

SUG is an independent body established by the States Assembly in 1999 to oversee the quality, relevance and integrity of the statistics produced by the States of Jersey.
