Financial Sanctions Notice Libya 2 October 2020

​Introduction

1. Council Regulation (EU) 2016/44 (the “Regulation”) concerning restrictive measures in view of the situation in Libya has been amended so that an asset freeze no longer applies to the natural and legal persons, entities or bodies listed in this Notice.

2. The following entries have been removed from the consolidated list and are no longer subject to an asset freeze:

• ABU SAHMAIN, Nuri
• SALEH ISSA GWAIDER, Agila

Legislative details

3. The Regulation is implemented in Jersey by EU Legislation (Sanctions – Libya) (Jersey) Order 2014 (the “Libya Order”) implemented under the Sanctions and Asset-Freezing (Jersey) Law 2019 (“SAFL”).

4. On 2 October 2020 Council Implementing Regulation (EU) 2020/1380 (the “Amending Regulation”) was published in the Official Journal of the European Union by the Council of the European Union.

5. The Amending Regulation amended Annex III to the Regulation with effect from 2 October 2020. Any changes to the Annex are effective immediately in Jersey by virtue of the ambulatory provisions of the Libya Order.

DOB: 01/06/1942. POB: Elgubba, Libya Passport Details: D001001 (Libya) Date of issue: 22 January 2015 Position: President of the Libyan House of Representatives since 5 August 2014 Other Information: EU listing. Not UN. Has obstructed and undermined the Libyan political transition.
