Updated Sanctions licence and exceptions guidance

The Financial Sanctions Implementation Unit has updated its sanctions licence and exceptions guidance. This had been done in light of recent legislative amendments, and other general improvements to the guidance have also been made.

On Thursday 29 September 2022, the Sanctions and Asset-freezing (Implementation of External Sanctions) (Amendment – Automatic Implementation of UK Sanctions on Russia) (Jersey) Order 2022 (the "Amendment Order") came into force. More information on the Amendment Order can be found here.

The Sanctions licences and exceptions guidance ongov.je has been updated to reflect these changes and now includes additional information for applications on the following issues:

  • Crediting frozen accounts;
  • Independent person(s) holding legal or equitable interest in frozen funds or economic resources;
  • Licensing overview;
  • Licensing grounds under the Sanctions and Asset-Freezing (Jersey) Law 2019;
  • General licences;
  • Legal advice;
  • Court fees;
  • Investments;
  • Counter-terrorism regimes;
  • Amending licences;
  • Other jurisdictions;
  • Complying with a licence;
  • Reporting conditions;
  • Travel to Jersey; and
  • Export licences.
