Common Policy for External Relations

The Common Policy for External Relations (CPER) is the framework in which the Government of Jersey, spearheaded by the Minister for External Relations, conducts itself on the international stage.

The first CPER was presented to the States Assembly in 2012 and was refreshed again in 2015, following the formal creation of the post of Minister for External Relations.

This iteration is the first since the UK's departure from the EU, and as such reflects both the new challenges and opportunities that lay ahead for the Island.

During an in-committee debate in the States Assembly on 22 September 2022, States Members were invited to contribute to the development of the Policy. This included how the Island should position itself as an engaged, agile, and responsible international stakeholder.

Following the debate, the Minister for External Relations collated Members feedback and contributions, feeding it into the development of the Policy was then presented, and approved, by the Council of Ministers on the 15 November 2022. 

The final policy was presented to the States Assembly on the 22 November 2022.
