The cost of the Citizens Panel process to the end of May 2019 was released in response to the following FOI request:

Care Inquiry Citizen’s Panel (FOI)

The total for professional fees (consultancy) in relation to the Citizens Panel process, since its inception in 2018 to the end of February 2020, is: £64,248.

The Legacy Project recommended by the Citizens Panel comprises four elements, of which the Care Memorial is the first:

1. Memorial

2. Jersey Children’s Day

3. Help and support for victims / survivors and their families

4. An emblem

These recommendations, together with a description of the process which was followed, have previously been published in Jersey Citizens Panel 2018 Final Report, available at the following link:

It is not possible to allocate the costs of progressing individual elements of the Legacy Project within the total cost of the Citizens Panel process.

All costs associated with the Citizens Panel have been paid for with public funding.

We can confirm that a design for the Care Memorial is not already in place. The Government of Jersey launched an Invitation to Tender for the design and realisation of the Jersey Care Memorial on 14 February 2020. This opportunity is open to prospective suppliers until 30 April 2020 and has been advertised on the Jersey Gazette. See related links below:
