In a recent Freedom of Information (FOI) response GPs practicing in Jersey (FOI) from 12 October 2021 the following breakdown of (non-GP) doctors employed by Health and Community Services (HCS) has been provided:

There are a total of 179, comprising:

  • Consultants - 80

  • Associate Specialists - 17

  • Staff Grades - 38

  • Junior Doctors - 29

  • Clinical Fellow / GP Trainee’s - 15

In an earlier FOI response HCS staffing, surveys and bullying / harassment (FOI) from 22 July 2021 the total number of hospital employed Consultants for 12 months or more in January 2021 was listed as 154 (with 10 resigning for reasons other than retirement by July 2021) making the resigning ones 6.5% of the total number.

My questions are as follows:

A

What happened between 22 July 2021 and 12 October 2021 that the number of Consultants dropped from 154 down to 80.

B

If another definition of Consultant was used in the later response - how many of the 80 Consultants (according to the latest definition used) employed by HCS in 2021 resigned for any reason in 2021 to date? How many of them had formally documented exit interviews? What reasons were provided for consultants leaving Jersey?

C

How many substantive consultants and how many locum consultants have been employed / contracted between 1 January 2021 and 30 September 2021?

D

How many of the currently employed by HCS 80 consultants had previously been disqualified or suspended for any reason by GMC or other regulatory agencies?

A

The drop in Consultant numbers is not a true representation, since the 154 represents Consultants on any type of contract eg substantive Consultants, fixed term Consultants, agency Consultants and long-term locums and so on. The 80 figure represents substantively employed doctors.

B

Eight Consultants left in 2021 for the following reasons:

  • retirement

  • dismissal

  • fixed term contracts coming to an end

  • relocation off island.

Less than five Consultants completed the online Government of Jersey exit form.

C

Substantive Consultants employed = 11

Agency Locum Consultants = 57

There have been fewer than five consultants meeting the criteria above. Disclosure control has been applied to avoid breaching the privacy of individuals involved. Article 25 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
