Please supply a list of all Government of Jersey owned properties which come under the remit of either Jersey Property Holdings or The States of Jersey Development Company, and list which company administers control on all such properties.

B

Please provide a list of which properties are currently earmarked for disposal in the coming year.

C

Please provide a complete list of properties which have been disposed of since the beginning of 2021, the buyers' details and the sale price achieved.

D

Please provide information on how these properties are disposed of, where they are advertised and so forth.

E

Please provide information on properties which have been transferred from Jersey Property Holdings to the SOJDC during the last five years.

F

The attached spreadsheet details the sites that come under the exclusive and specific remit of Jersey Property Holdings (JPH).

JPH provide maintenance for properties and land assets which are under the direct control of other sections. For example, JPH carries out the maintenance of the school sites, however, these sites are controlled by the Children Young People Education and Skills department, therefore, these have not been included on the list.

This may not be an exhaustive list as the Public is approached from time to time by third parties to seek to acquire land in Public ownership.  Some of the identified properties listed will be transferred to the Jersey Development Company and / or Andium Homes Limited as directed by the Regeneration Steering Group.  The remainder will be marketed through an appointed agent in due course.

All Royal Court property contracts are available to view at the Public Registry, therefore, any further sale information is exempt under Article 23 of the Freedom of Information (Jersey) Law 2011.

The notes on the property disposal spreadsheet explain the nature of the sales, since the last time this information was provided in January 2021.

Each asset disposal will be assessed on its own merits as to the most appropriate method of disposal to apply and independent external valuers’ advice will be sought where appropriate to provide specialist advice.

Where land has been agreed to be transferred at less than market value directly to an Arm’s Length-Organisation or charity for community benefit or use, independent external valuers will be consulted to provide the required advice on preferred disposal method to secure best price or terms based upon the agreed end use(s).

If the land or property is being sold to the open market for maximum value, it will be marketed appropriately, and the external agent will advise JPH with a formal recommendation in relation to the purchaser and price.

Professionally qualified surveyors within JPH determine the most appropriate process for disposal by taking into consideration several factors:

  • Sales to a single interested party, such as the sale of freehold interests to incumbent leaseholders in accordance with approved policy
  • Disposals to Government of Jersey (GoJ) interests such as Andium Homes Limited and Jersey Development Company in accordance with approved policy 
  • Other ‘special purchaser’ requirements, such as sale to an adjacent landowner, where public marketing is inappropriate.

All disposals are recommended to the relevant Minister / Assistant Minister by JPH as the body established by the GoJ to manage land and buildings owned by the Public of Jersey.

The States Assembly  is advised by report of any Minister approved disposals in accordance with the States Standing order 168 (3).

The following property was sold or transferred to “Westward Developments Limited” (JDC) in May 2023.

  • Former South Hill Offices Site.

F

The following two properties were sold / transferred to “Andium Homes Limited” in November 2021.

  • The Willows Day Care Centre
  • Willows House Flats 1-3

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
