Summary

​As part of the Island Plan Review, AECOM was commissioned to independently undertake a Sustainability Appraisal (SA) of the draft bridging Island Plan. The SA seeks to identify (and so be in a better position to avoid) negative environmental and socio-economic effects and identify opportunities to improve the environmental quality of Jersey and the prosperity and quality of life of its residents through the bridging Island Plan.

The SA comprises of three reports: 
  • Sustainability Appraisal
  • Sustainability Appraisal - non-technical summary 
  • Sustainability Appraisal - technical annex 
Unlike the UK, the Island Plan is not legally required to undergo this assessment, but the Minister for the Environment volunteered to have the plan assessed as it reflects good plan-making practice and helps to ensure that the policies of the Island Plan are sustainable.  

Other reports are published that consider the potential impacts of the draft bridging Island Plan. These were published in April at the same time as the launch of the Island Plan consultation: 
  • the Bridging Island Plan: Viability Note considers the development viability (cost) impact of the proposed policies 
  • the Children’s Rights Impact Assessment considers how the proposed policies will impact upon the United Nations Convention on the Rights of the Child, in recognition of the Government’s commitment to put children first, which includes ensuring that children’s rights are addressed in the development of policy and legislation
