Information for registered childcare providers

Statutory requirements and quality development

​The Statutory Requirements set out the standards childcare settings must meet to become and remain registered.

Early Years Statutory Requirements (for settings caring for children from birth to school entry age)

Childhood Statutory Requirements (for settings caring for children from three to 12 years of age)

Childminder Statutory Requirements (for childminders caring for children from birth to 12 years of age in home-based provisions)

Registered childcare providers must continue to meet these standards to ensure compliance with the Day Care of Children (Jersey) Law, 2002.

Supporting quality development for settings

The Quality Frameworks promote a common understanding of what high quality practice looks like and support an on-going cycle of continuous improvement. Using these, providers can self-assess the quality of the service they offer, evaluate their strengths and identify areas for development. Childminders can also use these documents to support their practice.

Risk Assessment and Audit Tool

The aim of the Risk Assessment and Audit Tool is to support practitioners in thinking about safeguarding and taking appropriate steps to ensure their premises and outings are safe for the children cared for or anyone at the provision.

The Safeguarding and Welfare Audit Tool will look into policies and procedures which should be in place and enforced at provisions. The Health and Safety Risk Assessment support provisions in evaluating and improve their environment with a focus on safeguarding.

Both documents can be used by Early Years and Childhood settings and registered childminders.

Maintaining registration

Compliance with the standards, effectiveness of self-evaluation and strength of practice will be scrutinised and validated during the Quality and Compliance reviews (Re-registration visits for childminders). These will take place every two years for registered settings and every year for registered childminders. CEYS will send review documents to be completed by providers, surveys for staff and parents (only parents for childminders) and an on-site visit will take place at the provision whilst children are present.

Following the outcomes, new registration documents will be issued including registration certificate and conditions of registration.

Training and professional development

Mandatory training

Certain training is a mandatory requirement of becoming a registered provider and maintaining registration under the law. This can be found in the relevant Statutory Requirements for your type of provision.

Professional development

Continuous professional development is recognised as key to supporting quality provision. The CEYS team are committed to providing and facilitating training opportunities for the children workforce.

CEYS Training Directory

CEYS aims to collate a training offer termly however there are many other ways to upskill practitioners and extend knowledge. This can be done via other departments or independent organisations depending on the provision's needs and ones of children cared for.

Meetings for registered providers

Termly meetings are held by CEYS for the childcare sector. These aim at keeping you updated and informed or support your provision.

Under the current Covid restrictions, these meetings are held virtually, and invitations are sent via Microsoft Teams. This arrangement is under review and may be amendment in the future.

Nursery Education Fund (NEF)

An annual partnership agreement is issued around March from the Children, Young People, Education and Skills Department inviting those settings who want to sign-up to the NEF scheme. The process is carried forward by the NEF team by providing settings the necessary documents and information.

Childminders are currently not part of the NEF scheme.

This form is to be completed as part of the pre-employment screening by:

  • any individual to be employed by your childcare organisation
  • annually by all existing employees or when an employee's personal circumstances change

This form is to be completed as part of the pre-employment screening by any individual to be employed by your organisation or when an employee's health circumstances change.

Incident reporting form

Reporting an incident form needs to be completed if an incident involving children or members of staff which resulted in:

  • visit to a healthcare professional such as a GP, optometrist or dentist
  • ambulance call or treatment at the A&E section of the hospital
  • 24 hours hospitalisation or more then 3 days absence from the provision
  • death or major injury

An incident does not have to result in an injury to be notifiable and it may include an episode of an existing medical condition. It should still be reported if it meets the criteria above.

Report an incident

If an accident/incident is not notifiable or is a 'near miss', details should be recorded as such on the provision's internal accident register.
