Health and safety in the Port of St Helier ACoP revoked

​The ‘Approved Code of Practice on Health and Safety in the Port of St Helier’ (Ports ACoP), introduced in 1999, is now obsolete. 

It no longer reflects the recognised principles of effective occupational health and safety management within the complex and specialised docks environment, current contractual relationships or accepted industry safe working practices.

The Ports ACoP has therefore been revoked by the Minister for Social Security.

Future guidance from the Ports of Jersey

The Ports of Jersey will publish authoritative guidance in the form of a new Code of Practice, to ensure an ongoing commitment to promoting and maintaining a safe environment for:

  • employees
  • contractors
  • port users
  • members of the public

This will include both the Port of St Helier and outlying harbours, which the original Ports ACoP did not cover.

The Code of Practice will provide clarity and specific practical guidance on managing health and safety within the docks environment and outlying harbours.

It takes into account recognised guidance produced by the UK Health and Safety Executive ‘Safety in Docks: Approved Code of Practice guidance’, L148 and the industry body Ports Skills and Safety.

Following the Code of Practice is not compulsory under the ‘Health and Safety at Work (Jersey) Law 1989’ (HSW Law), but it is straightforward and easy to adopt.  It represents best practice and may be used when considering whether the general legal obligations under the HSW Law have been met.

The Code of Practice will be part of the Ports Safety Management System and will be a public document available on the Ports of Jersey website.
