Road works courses and qualifications card

​​About the new RWQ card

From January 2026 you’ll need a Road Works Qualification (RWQ) card to:

  • do any road works activity in Jersey
  • apply for a road works permit on Trafficworx

After this date, we won’t accept any other qualifications.

To get a RWQ card, you must either:

  • transfer your qualifications onto the new RWQ card
  • complete road works courses in Jersey

4safety are our official training provider on Island. They are also responsible for providing RWQ cards.

Traffic management training on 4safety

You’ll need to have your RWQ card on site and show it to inspectors upon request. It’ll detail:

  • your name and photograph
  • your unique RWQ number
  • your qualifications
  • card expiry date

We’re introducing the RWQ card in Jersey to:

  • streamline qualification documentation for road workers
  • ensure workers have completed the required training
  • simplify the verification processes
  • improve compliance and safety

The RWQ card is specific to Jersey and different from the UK Street Works card. If you’re coming to the Island temporarily to work on roads, you’ll also need a RWQ card. Find more information on transferring your qualifications.​

​Applying for road works permits

From January 2026 you’ll need the supervisor’s RWQ card number to complete your application on Trafficworx.

If doing excavation works, you’ll also need to provide the RWQ card number of the supervisor qualified to carry out excavation and surfacing works.

Transferring your qualifications

You may be able to transfer equivalent qualifications you received on or off-Island to a RWQ card.

Provide evidence of your completed courses to 4safety. They’ll advise if those are eligible to transfer.

You can transfer the following qualifications:

  • UK Street Works card, also known as the NRSWA or SWQR card
  • Road Works Safety
  • Portable Traffic Signals (PTS)

Make sure you do this within the deadline, or you may have to complete the course again.

If you completed your existing qualifications after June 2024, your new RWQ card will display your qualifications valid for 5 years. Otherwise, it’ll show the original qualification expiry date.

You may need to do refresher training if you completed the PTS qualification more than 3 years ago.

Not all qualifications are recognised in Jersey. To check if your qualifications are eligible and for more information contact 4safety.

Booking road works courses

4safety is the Government’s official road works qualification training provider and deliver approved courses on our behalf.

You may want to complete certain courses depending on:

  • your role
  • type of works you do

These will be added to your RWQ card when completed.

Courses are delivered through a combination of classroom-based tutorials and practical exercises. You’ll be assessed with theory and practical tests.

You can book as an individual or a group of up to 6 trainees from the same company.

You must complete the Road Works Safety course or have an equivalent qualification transferred to receive a RWQ card before you can do any other course.

Card expiry

RWQ cards are valid for 5 years from the date you last completed a course. This does not include the Portable Traffic Signal (PTS) course, this expires at the same time as your Road Works Safety qualification.

You’ll be notified before the expiry date to do a refresher course and renew your qualification.​

Damaged, lost or stolen card

If your RWQ card has been damaged, lost or stollen, contact 4safety. They’ll cancel the card and issue a new one.

Inspections and compliance

It is a requirement under the Road Works and Events (Jersey) Law 2016​ for anyone doing road works to be qualified to do so. This includes if you’re involved in:

  • signing, lighting and guarding
  • excavation and reinstatement
  • pavement surfacing
  • using PTS

This ensures you have completed the required training for the type of works.

​We’ll keep record of your qualifications on the RWQ register, including your:

  • individual qualifications
  • performance records
  • card renewal statuses

A standard condition will be included in all road work permits, requiring workers to have the proper qualifications. Failure to meet this condition will count as a permit breach and can be enforced accordingly.

Our inspectors have the right to:

  • get training and qualification information
  • ensure compliance
  • issue notices
  • enforce corrective measures

You will be required to show your road works qualification card to the road works inspector on request.

You may have to retake training or reassessment before your card’s expiry date. This may happen after a serious inspection failure or a series of inspection failures showing an insufficient understanding of road work safety requirements.
