Amendment to Jersey General Licence (Legal Services)

Background

1. The Assistant Minister for External Relations (the "Assistant Minister") has issued an amended version of Jersey General Licence RUSSIA/JSY/2022/1 (the "Jersey General Licence (Legal Services)").

2. The Jersey General Licence (Legal Services) was issued in December by the Minister for External Relations (the "Minister") to permit the payment of legal fees owed by individuals and entities designated under Russia or Belarus sanctions regimes.

3. In practice, the Jersey General Licence (Legal Services) means that a Jersey law firm or Jersey legal counsel who has provided legal advice to a person designated under either the Russia or Belarus sanctions regime, will be able to receive payment from / or on behalf of that Designated Person, without a specific licence from the Minister of Assistant Minister, provided that the terms of the Jersey General Licence (Legal Services) are met.

Amendment

4. The Assistant Minister has amended the definition of 'Designated Person' or 'DP' in the Jersey General Licence (Legal Services).

5. The amendment is reflected in Table of Modifications found in Annex 1 of the Jersey General Licence (Legal Services).

6. This amendment to the definition of DP is to reflect that used in UK General Licence INT/2022/2252300 on which the Jersey General Licence (Legal Services) is based.

7. All other provisions and terms of the Jersey General Licence (Legal Services), including reporting requirements, are unchanged.
