Financial Sanctions Notice Ukraine 2 October 2020

​Introduction

1. Council Regulation (EU) 269/2014 (the “Regulation”) concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine has been amended so that an asset freeze now applies to the persons listed in the Annex to this Notice.

2. The following entries have been added and are subject to an asset freeze:

Individuals

  • GANOV, Alexander Nikolaevich
  • RYZHENKIN, Leonid Kronidovich

Entities

  • Federal State Unitary Enterprise “Crimea Railway”
  • First Crimean Insurance company
  • Joint-stock company “Lenpromtransproyekt”
  • Joint-stock company “The Berkakit-Tommot-Yakutsk Railway Line’s Construction Directorate

What you must do

3. You must:

  • check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice.
  • freeze such accounts, and other funds or economic resources.
  • refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Minister for External Relations (“MER”).
  • report any findings to MER, together with any additional information that would facilitate compliance with the Regulation.
  • provide any information concerning the frozen assets of designated persons that MER may request. Information reported to MER may be passed on to other regulatory authorities or law enforcement.

4. Failure to comply with financial sanctions legislation or to seek to circumvent its provisions is a criminal offence.

5. The Regulation is implemented in Jersey by EU Legislation (Sanctions – Ukraine) (Jersey) Order 2014 (the “Ukraine Order”) implemented under the Sanctions and Asset-Freezing (Jersey) Law 2019 (“SAFL”).

6. On 1 October 2020 Council Implementing Regulation (EU) 2020/1367 (the “Amending Regulation”) was published in the Official Journal of the European Union by the Council of the European Union.

7. The Amending Regulation amended Annex I to the Regulation with effect from 1 October 2020. Any changes to the Annex are effective immediately in Jersey by virtue of the ambulatory provisions of the Ukraine Order.

AMENDING ANNEX I TO COUNCIL REGULATION (EU) 2020/1367

1. GANOV, Alexander Nikolaevich

DOB: 24/10/1974. POB: Voronezh (Russian Federation). Gender: Male. Other Information: General director of the JSC TC Grand Service Express, which operates railway service between Russia and the illegally annexed Crimean peninsula. Therefore, he supports the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermines the territorial integrity, sovereignty and independence of Ukraine.

2. RYZHENKIN, Leonid Kronidovich

DOB: 10/11/1967. POB: unknown. Passport number: 722 706 177 (in 2015). Gender: Male. Other Information: Deputy general director for infrastructure projects at Stroigazmontazh (SGM) who since 2015 had supervised the construction of the bridge over the Kerch Strait (including the railway part of the bridge) connecting Russia and the illegally annexed Crimean peninsula. Therefore, he supports the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermines the territorial integrity, sovereignty and independence of Ukraine.

Therefore, it supports the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermines the territorial integrity, sovereignty and independence of Ukraine.

2. First Crimean Insurance company

Therefore, it supports the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermines the territorial integrity, sovereignty and independence of Ukraine.

Registration ID: (OGRN no.) 1 027 809 210 054 Tax ID: (INN no.) 7 825 064 262 Website: https://lptp.ru/ E-mail address: ptp@sp.ru Other Information: Joint-stock company Lenpromtransproyekt participated in the project of connecting the railway infrastructures of the illegally annexed Crimea and Russia by designing the railway approaches to the bridge over the Kerch Strait and acting as architectural supervisor during construction of the bridge connecting Russia and the illegally annexed Crimean peninsula. Therefore, it supports the consolidation of the illegally annexed Crimean peninsula into the Russian Federation, which in turn further undermines the territorial integrity, sovereignty and independence of Ukraine.

4. Joint-stock company “The Berkakit-Tommot-Yakutsk Railway Line’s Construction Directorate
