Consultation: Approved Code of Practice for the safe operation of skip and hook loader operations

Introduction

The movement of skips and containers is a high risk activity and results in a number of serious accidents and personal injuries in Jersey and the UK. In 2014, an employee of a skip hire company was crushed to death between his skip vehicle and a granite wall whilst attempting to deliver a skip to a construction site in St Helier. The inquest into his death identified a number of issues that the Coroner directed should to be brought to the attention of the industry to help prevent future deaths.

The draft Approved Code of Practice (ACoP) will provide practical guidance on the standards required to meet the legal obligations imposed by the Health and Safety at Work (Jersey) Law 1989 (HSW Law) in respect of skip and hook loader operations.

The Health and Safety Inspectorate invites any interested stakeholders to comment on the draft ACoP.

Consultation process

The Minister has a duty to consult with anyone that may be affected, or their representatives, before formally approving and issuing Codes of Practice made under Article 10 of the HSW Law. All responses to the consultation process will be fully considered and taken into account by the Minister for Social Security when deciding on the best way to proceed.

You do not need to use the questionnaire in your response, however using the questionnaire will help us consider and analyse all the responses received.

The consultation is seeking views on the content of the draft document, not the design or formatting which will be finalised once the consultation is complete.
