(a) How many civil servants were employed by CYPES at the beginning of 2022, 2023, 2024 and 2025?
(b) How are those roles broken down by grade? i.e. XYZ x Grade 5, XYZ x Grade 6 in each of those years?
(c) What is the total cost of staffing when it comes to civil servants in CYPES in those years?
(d) Finally, can I have a breakdown of all roles in the department by general job/ title category - a list of all titles would be ideal.

Where numbers are small, disclosure control has been applied to protect the privacy of individuals and numbers fewer than five are represented as ‘<5’. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.
(c) It is not possible to provide this information as it is not recorded in a reportable format, Article 3 of the Freedom of Information (Jersey) Law 2011 applies. A Scheduled Public Authority (SPA) is not required to manipulate and create new data sets in response to a Freedom of Information request; Article 3 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 25 - Personal information
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
Internal Review Request
I respectfully request that the response to question (c) be reviewed, and that the total annual staffing cost for civil servants in CYPES in 2022, 2023, 2024, and 2025 be provided if held or reasonably obtainable from existing records. If only estimates or grouped figures are available (e.g., under pay bands or by department), these should be disclosed along with appropriate context.
Internal Review Response
This internal review has been conducted by an official of appropriate seniority who has not been involved in the original decision. As part of their review, they will be expected to understand the reasons behind the original response, impartially determine whether the response should be revised, and how so, considering the request and the information held, any relevant exemptions, or other relevant matters under the Law.
The Internal Review Panel was asked to review the original response and confirm the following:
Does the FOI request relate to a body to which the Law applies, or information held by a body covered by the Law? YES
If the answer is no, all the other questions are not applicable.
Further questions if above is a yes:
Was the right information searched for and reviewed? YES
Was the information supplied appropriately? YES
Was information appropriately withheld in accordance with the articles applied and were the public interest test/ prejudice test properly applied? YES
Following discussion, it was agreed by the Panel that the decision was upheld.
