Fee-Paying Provided Schools: Rescind September 2020 Fee Increases

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: 

Rescind the previously agreed 5% fee increases planned for September 2020 for the fee-paying provided schools, Jersey College for Girls (JCG), Jersey College Preparatory (JCP), Victoria College (VC) and Victoria College Preparatory (VCP).

Decision(s): 

In 2019 the Minister approved fee increases for JCG and JCP under MD-ESC-2019-0002 and for VC and VCP under MD-ESC-2019-0004. These decisions each had two parts:

 

  1. Fee increases to take effect from January 2020
  2. Further fee increases of 5% to take effect from September 2020, for the academic year 2020 – 2021.

 

Following recommendations received from the relevant Governing Bodies, supported by officer advice in respect of Covid-19 financial impact, the Minister has agreed to rescind the previously made decisions referred to above, in respect of part 2 only. This rescindment will ensure that the fees for all four schools are not increased in September 2020.

 

The termly fees for all four schools will remain as current, detailed below:

 

Jersey College Preparatory   £1,893

Jersey College for Girls         £1,960

Victoria College Preparatory £2,042

Victoria College                     £2,060

 

Reason(s) for Decision:  

To meet the requirements of Article 13a of the Education (Jersey) Law 1999 which requires that the fees set by the respective governing body are approved by the Minister.

Resource Implications:  

Rescinding the September 2020 fee increases will result in reduced income for the 2020 financial year in the four schools as detailed below:

 

Jersey College Preparatory    £36,000

Jersey College for Girls          £70,000

Victoria College Preparatory  £28,000

Victoria College                      £69,000

 

Action required:

Governing Bodies to advise parents of fee rates for Autumn term 2020.
