Carbon Neutral Roadmap Progress Report published

The Minister for the Environment, Deputy Steve Luce, has published a 2025 Progress Report for the Carbon Neutral Roadmap, CNR. 

The report provides a high-level progress update against the policies outlined in the CNR. This includes a reminder of the original policy commitment agreed by the States Assembly in 2022, and a summary of progress that has been made to date. 

An executive summary of overall progress, in each policy area, can be found at the beginning of the document. Further information on the individual objectives under each policy and their progress can be found in the main body of the report. 

The annual report on the progress of the CNR is published to provide transparency to the public and key stakeholders on the Islands progress towards the commitments made. It allows Islanders to understand what work has already been undertaken and what is planned to continue working towards Jersey’s target of reaching net zero emissions by 2050. 

The report does not evaluate the Island’s progress on carbon emission reduction. This will be evaluated by the independent Climate Council, once council member appointments are made later this year. The Council will then report their findings to the States Assembly in the first quarter of 2026. 

The Minister for the Environment, Deputy Steve Luce, said: “The Island continues to move in the right direction and is making steady progress towards meeting our carbon reduction targets. However, the pace of this change must accelerate if we are going to meet our goals within the agreed timeframe. 

“I recognise that subsidies and incentives alone will not be sufficient to keep us on track to reach net zero emissions by 2050. While there has been some success in this area and they play an important role in encouraging change, this must be accompanied by decisive action such as restricting the importation of fossil fuel vehicles and heating systems. 

“I would like to thank officers for putting together this report published today; while there’s been some positive progress, it serves as a stark and important reminder that there is still a long way to go in tackling the climate emergency."
