About the project
As part of the ongoing highway maintenance by Infrastructure and Environment (IE) we’ll resurface Route de Noirmont in St Brelade.
The works will start on Monday 20 January 2025 and should take 4 weeks to complete, depending on weather.
The project will be delivered in sections to minimise disruption.
A full road closure will be in place Monday to Friday. The road will be open as normal outside of workings hours and during weekends.

Working hours
Resurfacing works will start at the junction with Le Mont du Ouaisne and will progress towards Woodbine Corner Stores.

Traffic management
A diversion route is not possible because of the project location, as Route de Noirmont is the only major access route to the area.
Instead of a diversion route, a convoy system will be in place for traffic along:
- La Rue de Haut
- Mont es Tours
- Mont du Boulevard
This means we’ll hold traffic and a convoy control vehicle will lead it slowly in a single file along the above route.
The convoy system will run during working hours for Section 1 only.
Each convoy should take 10 to 15 minutes. There should be 2 to 3 convoys per hour.
No buses or heavy goods vehicles (HGVs) will be allowed to use the convoy system.
Pedestrians
Pedestrians will need to use a shuttle bus.
The shuttle bus will be operated by LibertyBus and free to use.

A temporary shuttle bus stop will be in place near the junction with Le Mont du Ouaisne. This will allow passengers to get off in between the vehicle holding areas.
The shuttle bus will be at the back of the convoy system to make sure it doesn’t delay the entire convoy.
Cyclists and horse riders
Cyclists won’t have to wait for the convoy system. However, they are advised to proceed with caution and identify themselves to a member of the construction team.
Horse riders will not be allowed along the route during working hours.
Access
Access to properties and businesses will be maintained where possible during the works. Access may be disrupted at times for safety reasons.
Access for emergency services will always be maintained throughout the project.
Section 1
If you live on La Rue de Haut, Mont es Tours or Mont du Boulevard, you’ll be able to access your property during working hours using the convoy system.
There’ll be no access restrictions outside of working hours or on weekends.
Parking suspension
Parking will be suspended:
- on Le Boulevard in St Aubin. This excludes disabled and loading bays
- at Portelet Bay Car Park. Approximately half of the car park will be suspended. Access to the public footpath at the corner of the car park will be maintained
These locations will be use as vehicle holding areas for the convoy system.
Section 2
The convoy system will not run for section 2.
There’ll be no access in or out for properties south of the road closure during the working hours, except for emergencies.
Buses
The 12A route will be suspended along Route de Noirmont during working hours.
The shuttle bus will serve as an alternative. It’ll connect to the existing bus service on La Neuve Route in St Aubin.
This shuttle bus is expected to serve every other journey in the convoy system.
The morning school bus service will not be affected. If you take the afternoon service, you’ll need to use the shuttle bus.
