Bagatelle Safer Routes to School programme
The Bagatelle programme will make it safer for children and families to travel to school in Le Mont Millais and Bagatelle Road area. It also aims to improve walking, cycling and bus access.
This programme has been developed in response to the public engagement on
Bagatelle Road safer routes to school. Feedback received from the community and key stakeholders showed that respondents want to see:
- a reduction in the volume of traffic
- better and more crossing points
- a safer road environment
The programme includes various projects:
- St Saviour's School off road shared path and pedestrian crossing
- Jersey College for Girls (JCG) crossing improvements on Le Mont Millais
- Fountain Lane traffic restriction trial
- Clarence Road pedestrian crossing trial at Victoria College Preparatory (VCP)
More improvements are planned between St Saviour’s Primary School and Victoria College Preparatory School. These will be delivered in another phase.

St Saviour's School shared path and pedestrian crossing
We would like to introduce a shared path opposite St Saviour's School and pedestrian crossings. This will provide a safer space for families and staff travelling to school.
The main changes include:
- 3-metres wide path for pedestrians and cyclists next to Bagatelle Road, between Le Clos Paumelle and La Rue de la Retraite. This may be extended in the future
- signal-controlled pedestrian crossing (puffin crossing) directly opposite the school’s main entrance
- courtesy pedestrian crossings on both sides of the La Rue de Patier junction
- 1 metre roadside parking zone and dedicated unloading bay
- access improvements to the nearby bus stop
- visibility improvements at the La Rue de Patier junction
- upgraded street lighting
The improvements have also been designed to:
- minimise changes to landscape and land use
- preserve mature trees
- replace lost trees with semi-mature planting

From Tuesday 2 July 2025, there will be a 2-week exhibit at St Saviour’s Parish Hall. This will provide more information and show the plans.

JCG crossing improvements on Le Mont Millais
We’ll upgrade the existing pedestrian crossing on Le Mont Millais next to JCG with a signal-controlled crossing. This will provide safer access to the school, bus services and car park.
The main changes include:
- upgraded pedestrian crossing and new waiting area
- widened footways
- changes to the school boundary wall to improve visibility of the crossing
Improvements will be made in the summer 2025 school holidays and should be in place for the start of school in September.

Fountain Lane traffic restriction trial
The trial is under review following input from the letter drop and drop-in session in March 2025.
Clarence Road pedestrian crossing trial at VCP
Since June 2025 a part-time pedestrian crossing trial is in place on Clarence Road at the junction with Pleasant Street, Grosvenor Street and College Hill.
After consulting with VCP, the trial has been extended until the end of the school summer term in July 2026. This will help us monitor and evaluate the trial over a full 12 months.
The trial operates only during the school term from:
- 7.45am to 8.45am
- 2.45pm to 3.45pm
It includes part-time:
- traffic restriction on Clarence Road using removable traffic bollards
- through-traffic not allowed between:
- College Hill and Grosvenor Street
- Pleasant Street and Clarence Road
The trial aims to provide a safer space for children and adults walking and cycling to school. During the trial we will continue to monitor:
- walking flows outside VCP
- traffic levels outside VCP and the wider road network

Changes were made to the proposed trial in March 2025, following concerns from residents about difficulties accessing their properties under the initial full-time proposal.

Trinity School trial
Temporary road improvements have been in place outside Trinity School on La Route de la Trinité since September 2024.
The trial includes:
- school street on Les Ruelles
- reduction of speed limit to 20mph
- traffic calming measures
- build-out pedestrians crossing
- improved waiting area for bus users
The aim of the trial was to use the feedback received, insights and findings to design permanent improvements.
Next steps
After the success of the trial, Les Ruelles is now a permanent school street. Find more information on Trinity School Street.
We’ll also design permanent road improvements in 2026, to be built in summer 2027. This will use materials that suit the rural setting and include better surface water drainage.
The current pilot will remain in place while we develop the permanent design.
Trial feedback and findings
During the trial, we:
- consulted the public and key stakeholders
- recorded vehicle and pedestrian traffic counts
- observed how the new layout worked
Feedback showed support for the pedestrian crossing, the 20mph zone outside the school and improved lighting.
Opinions were mixed on the bus waiting area and some people were unhappy with the 20mph zone between the showground and the church, even though compliance with the speed limit was good.

About the improvements
The parish school has grown and now runs clubs, holiday activities and uses Riley Field for lessons and play.
The aim of the project is to make it safer for children, families and staff to travel to school and use Riley Field.
The old part-time 20mph limit wasn’t enough during drop-off and pick-up times and drivers often ignored it at other times.
Visibility for children crossing at Les Ruelles was poor. The inbound bus stop had very little space, meaning passengers had to wait on the road near traffic and a steep drop.
We looked at adding a signalised and zebra crossing, but it wasn’t possible to safely install due to restrictions in the layout and visibility.
A permanent 20mph zone was put in place past the school and Trinity showground, which parents use for parking. The remaining section to the church is too short for a speed change, so the 20mph zone continues past both the school and church.
Upcoming projects
More improvements are planned between St Saviour’s Primary School and Victoria College Preparatory School.

What Safer School Zones are
Safer School Zones are the roads near schools that we can improve to make it safer to travel in the area.
The aim is to encourage students, families and staff to walk and cycle to school.
We can make school zones safer by:
- creating or improving crossings
- making changes to junctions
- widening footways
- restricting or lowering the speed of motor traffic
Improving the bus service and providing better travel information can also help reduce car trips and encourage more people to actively travel.
School Streets
A School Street is a road outside a school with a temporary restriction on motorised traffic access during school term drop-off and pick-up times.
It’s another way to make routes near schools safer.

School Travel Reports
The reports provide a list of issues and opportunities to help us:
- improve routes to schools
- create Safer School Zones
- increase active travel
We use the reports with schools and other stakeholders to develop plans to make routes to schools safer and support the sustainable travel policy.
The reports are developed in phases with individual school communities. We hope to have all reports for the remaining schools by 2025.
