The Sustainable Transport Policy 2010 (STP) set a target to reduce peak time traffic flow into and from St Helier by 15% by 2015. Actual performance against this target was a reduction of 1% to 2%.
I would like to understand to what extent Road Space Rationing (RSR), or variants of it, have been considered as a tactic for reducing congestion in Jersey.
Please publish any reports, studies, minutes or correspondence concerning RSR, covering the period from the engagement of Sustrans to help draw up the STP through to May 2017.

The Scheduled Public Authority does not hold any reports, studies, minutes or correspondence pertinent to the issue of road space rationing (RSR) since the engagement of Sustrans in July 2009. During the early stages of developing the Sustainable Transport Policy 2010 (STP) Officers held the view that RSR would be a disproportionately aggressive transport policy to apply, given Jersey’s traffic conditions. Sustrans was employed to review and support the development of the STP. RSR was not proposed and Sustrans did not raise the issue.
A variant of RSR was tested in the public consultation document (see Appendix D of STP 2010) with the survey statement “Jersey should introduce congestion charging”. 23.1% of respondents agreed and 67.6% disagreed (39.3% strongly). The potential for a form of RSR was not taken forward as a tactic for reducing road congestion in Jersey in the States approved STP in 2010 nor in subsequent reviews of progress.
