It is not considered appropriate to charge suspects with theft / larceny of a motor vehicle in Jersey. The intention to ‘permanently deprive’ the owner of the vehicle on such a small island is difficult to prove. Suspects are alternatively charged with taking a conveyance, more commonly known as ‘taking and driving away’ (TADA).

All vehicles and conveyances are grouped together. Information on different conveyances, cars, motorcycles, is not held individually. Bicycle thefts are recorded separately.

The term ‘mugging’ is not recognised in law but is generally considered to be the equivalent to the offence of ‘robbery’ where force is used to steal property.

Thefts from vehicles are recorded as ‘larceny from unattended motor vehicles’.

Exemptions used

Article 23 Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
