Response

A
The Education Department collects data on a number of indicators for all students, which can be interrogated to provide data on Looked After Children.

This includes:
o End of KS2 performance data
o End of KS4 performance data (GCSEs)
o Attendance and suspension data
o Number of students who are SEN (Special Educational Needs)
o Number of students with English as an additional language (EAL)
o Pupil characteristics
o Early Years development goals for reception age children
o KS1 and KS2 teacher assessments

KS5 performance data (A Levels and equivalents) is also held but not all children go on to Further Education.

B
The Jersey Mental Health Service quality reporting includes data on the rates of access to mental health services by Looked After Children and Young People.

C
Children’s Services have recently begun monthly reporting on placement stability for all Looked After Children, and long term looked after children (those who have been in care for two and a half years or more).

D
Children’s Services monthly reporting includes data on staff turnover and vacancies. Data showing the number of social workers allocated to Looked After Children over time does not form part of these regular reports.

E
Children’s Services are currently advertising for a Children’s Rights Officer. This role will have responsibility for gathering this feedback. Currently, the MOMO app has been in use since March 2018. Two complaints have been received from children via the app since then.

F
Data held on care leavers is incomplete, and there is currently a focus on ensuring this is accurate and available in October. Reports do not currently indicate any homeless care leavers.

G
This data is not currently collated. The identification of these families would be a significant piece of work, which would be limited by data quality issues with historic data sets.
